[IDEA] System-wide case-insensitivity for titles, links and tags

The Issue

I'm always frustrated when I have to crate inline links to a tiddler like [[example|Example]] or when I create a new tiddler Example title I have to verify that I not already have tiddler Example Title.

Desired solution

Optional system-wide case-insensitivity for titles, links and tags.
