Render 'skip' tests differently?

I would really like to be able to create tests that are `pending` or `todo` - not failing, just not written yet - as a way to define work. I have yet to find a tape reporter plugin that supports this, and can be run on a tap stream so I can run the tests via gulp.

Is this something that you could add?
