Show (one) tooltip after clicking state name. Would help with mobile

Create functions for showing and hiding that accepts the name. They should:

Find the line and label by tag
Show or hide the label, tag, and tooltip
Adjust the width of the line
Hide all other tooltips and highlights

Assign this function to the event handlers for clicking and hovering over lines and state labels.
