Reorganize third party tooling page to include community supported tools

https://www.cockroachlabs.com/docs/stable/community-tooling

It might be beneficial to have them on the same page under different headings. Right now they are on two different page and the community supported tooling page is not as discoverable.

Is it better to have them completely separate, or add another support level (“Community support”) and list all the tools in the same tables?
