Rate-limit also counts legitimate # attempts

I'm having this weird issue were the website won't let me login after signing out. Because of my situation I have to log out a lot and log back in a few minuets later. But after about 5 to 10 times of signing in and out it says that I've exceed the login attempt limit. I never get my password wrong and I know this because I change the field from password to text to double cheek when it locks me out and on-top of that I'm copying it using clip bored and I keep getting locked out without ever getting my password wrong I feel this is a major inconvenience. It stops me for about 5 to 20 minuets from logging in.

Interestingly, this is the opposite of #233, which could use the same changes as made in this one, just the other way around.

It was poor implementation of ratelimits on my behalf — I didn’t properly think about these issues
