Error while adding Conditional Access Policy (error 1007)

Hello, i'm trying to create an access policy for some country.
The creation of the NamedLocations worked
But when i'm trying to create Access Policy with New-MgIdentityConditionalAccessPolicy, i've an error 1007.
Here is my code :

$configAccesConditionnel = @{
        DisplayName = "Restriction Geographique"
        state = "disabled"
        conditions = @{
            users = @{
                includeUsers = @("All")
            }
            clientAppTypes = @("All")
            locations = @{
                includeLocations = @($idLocation) 
            }
            applications = @{
                includeApplications = @("All") 
            } 
        }
        grantControls = @{
            operator = "AND"
            builtInControls = @(
            "MFA"
            )
        }
        
    }
New-MgIdentityConditionalAccessPolicy -BodyParameter $configAccesConditionnel

$idlocation was get when adding the named locations like that

(New-MgIdentityConditionalAccessNamedLocation -BodyParameter $configGeoRestiction).Id

The error seems to be on conditions part but no idea where .
Did you have an idea ?
