is there a windows app like "nRF" for connecting and debug ?

When I scan Bluetooth on my windows - I can see and connect to the Espruino device ,
but can I read and write data , and maybe see the rssi ?

Do you mean to read/write bluetooth characteristics? I am not aware of one (I always just use the nRF Connect app on a phone).

Because for normal development work on windows we'd just recommend https://www.espruino.com/ide
