Tile Windows: dialogue box gets obscured by new tiled window

Auto tiling windows extension.

Issue/Bug Description:

Dialogue boxes should not appear below other windows. It’s possible to get them to when tiling is on.

Steps to reproduce (if you know):

1. With a single window open, make a Gnomit commit (or have some other app pop-up a modal dialogue).

2. Open another app so it is tiled in the same workspace.

Expected behavior:

The modal dialogue should remain above all other windows.

Moving focus always raises it. We could sticky dialog windows so that they're forced to be on top. Unsure if we want this behavior though.

In a similar vein, I've been wondering if windows the user floats should be set to "Always on Top". In the auto-tiling paradigm, there's no layer beneath the tiled windows.
