Auto tiling windows extension.
Issue/Bug Description:
Dialogue boxes should not appear below other windows. It’s possible to get them to when tiling is on.
Steps to reproduce (if you know):

With a single window open, make a Gnomit commit (or have some other app pop-up a modal dialogue).

Open another app so it is tiled in the same workspace.
Expected behavior:
The modal dialogue should remain above all other windows.
