Incorrect Answers??? #7

I just discovered the great job you have done in compiling and making these question pools available in different formats. THANK YOU !

But I am a little confused at some of the answers. For example:

T1A02 | 2 | Which agency regulates and enforces the rules for the Amateur Radio Service in the United States?

FEMA
Homeland Security
The FCC
All these choices are correct

Obviously, the correct answer is 3 or C but the CSV file has it as 2 or B Homeland Security.

The text version has it listed as C which is correct.

What am I missing here?

Follow up: After staring at this spreadsheet for a while it hit me. These answers are not really starting with ZERO are they??

0, 1,2,3 = A B C D ??? This makes NO sense. I get this from a programming perspective but for a Quiz that lists answers as A,B,C,D ???
