Often it would be useful to allow students only a subset of annotation tools on a per document basis. For example, some OCRed books suffer from a poor line recognition (the highlighted text is between two lines); also, a teacher doesn't necessarily want the students to strike out text. In those cases a teacher should be able to limit their students to only use some of the tools.

We think the idea is good. We would like to put it in our backlog. Due to new release for this year, we could not implement it soon. But after the new release, we are open for any pull request.
