Oh dude...I have no idea how to make this work for windows. I've never done any windows programming in my life. Wish I could be more help :/

I was able to get it to work in windows bash with these steps:
https://www.scivision.dev/usb-tty-windows-subsystem-for-linux/
just match the COM port number to the ttyS number and you should be good to go.
