Library Refactor

This release is a complete refactor of the library. The same goals and functionality are attained but by very different means. Read the documentation for usage and examples on how to use it.

I would like any feedback while this is still in Release Candidate phase. Because Manifests has been dropped in favor of the framework's Publisher, the final version 3 will not post until CodeIgniter 4.2 is released.
