Google SSO can be on despite functionality being disabled in the system #11290

Preconditions: in environmental variables comment out Google related variables

Scenario:

Log in as admin
Go to Settings
Toggle on advanced
Go to Security
Toggle on Google SSO functionality

Actual: Toggle is on and error appears (which may be misleading to user who doesn't see the error in right bottom corner)

Expected: Toggle can't be turned on (either disabled/hidden or automatically revert to off state after user clicks) and error appears
