Implement Arbitrary Arbiter Amount -- probably always an odd amount to avoid "draw" states
Alternatively -- Implement draw state in contract, where if the beef is settled with an equal amount of Y/N votes the wager gets split
Support for beef with incomplete votes to be decided if quorum is reached
