Update GitHub Actions Workflows to Support Artifacts v4

GitHub is initiating a brownout period for Artifacts v3 starting November 5, 2024, as part of their move toward deprecating this version. To ensure continued functionality and avoid disruptions, we need to update our GitHub Actions workflows to support the latest artifact handling features (v4). This includes reviewing and migrating any workflows that still rely on v3 artifacts to comply with the new standards before full deprecation occurs. So, we need to assess the current workflows and make necessary updates to align with the latest GitHub Actions artifact version v4.
