二次Base64编码的订阅无法解析 #1140

例如这个订阅地址https://raw.githubusercontent.com/SamLaw6/code/main/README.md，这个里的内容二次base64编码了，
v2rayNG和v2rayN都会错误日志 bad：base-64。希望能够添加对这样内容的支持，我看Qv2ray是可以正常解析的

这个格式多了一个 = 在最后会考虑兼容
