Issue Details

Currently, CoreLibs does not support filtering HTTP/3 proxies.

The issue is similar to the HTTP/2 one: #1140

The difference is that HTTP/3 proxy support will also allow us filter iCloud Private Relay.

Proposed solution

Add support for filtering of HTTP/3 proxies.

@tomiams we do this on planning sessions that are periodically conducted internally, on the next planning session we'll see where to plan this issue.
