За основу возьмем скрипт отсюда
https://github.com/Free-TV/IPTV/blob/master/make_playlist.py

генерирует плейлист c9f9715
скачивает картинки на сервер, что бы имгур не блокировал запросы и картинки каналов не отваливались.
проверка что сервер с видео работает
