Follow-up on #1364 for the Astar runtime.

SafeMode Config

  • ForceEnterOrigin: EnsureRootOrTwoThirdsTechnicalCommittee
  • ForceExtendOrigin: EnsureRootOrTwoThirdsTechnicalCommittee
  • ForceExitOrigin: EnsureRootOrAllTechnicalCommittee
