Describe the bug

In win32

Screens.Changed -> PositionChanged -> xxx

In linux X11

PositionChanged -> Screens.Changed -> xxx

To Reproduce

Screens.Changed += Screens_Changed;
PositionChanged += Windows_PositionChanged

Run in win32 and linux X11

Open window
Modify screen resolution

Expected behavior

In win32

Screens.Changed -> PositionChanged -> xxx

In linux X11

 Screens.Changed -> PositionChanged -> xxx

Avalonia version

11.2.3
