Requesting an offline review since new stable api version is considered to only contain a minor change.

A description of the changes being made in the new API version: The tags filter query parameter was reviewed and added to list kv API in previously reviewed API version. In this new API version, we add the tags filter query parameter to get kv API as user has need to be able to get single kv with specified tags values
