A new deployment template is added for running LNS in the cloud.

Starting from Templates/azuredeploy.json, the new template has to:

Only deploy cloud resources (i.e.: no "functionLauncher" deployment, no "useAzureMonitorOnEdge")
Extend the azuredeploy.json to include a cloud service capable of running the new cloud-only containerized LNS image (and support WebSockets communication) and properly configure it
