Header Layout Transport Method

Describe the bug
When any item is adjusted in the header_layout section of the customizer, it has use 'refresh' as the transport method, which causes the whole preview screen to refresh. When using 'postMethod' , the smartmenu's do not properly initialize

The header_layout controls need to be refactored so that they can be updated without problems.

This will work fine with 'refresh' so that Crio can be incorperated into Inspirations, however we should prioritize refactoring all customizer controls so they use the most efficient transport method.
