Crio - Site Background Opacity only shows with Customizer open

I have an image set as my site background. When I select an overlay color and opacity, the live preview updates as expected. After saving and closing the Customizer, there is no opacity. If I open the Customizer and navigate to Background, I see my setting is saved and the transparency comes back in the live preview.

Still not working - and now when I open the Customizer back up the color overlay is gone. After removing the image the color opacity still shows instead of the neutral color and I can't get it back to neutral color.
