Fix low ESS warning messaging in CI

Goal

We run a number of tests using a single chain and a small number of warmup and sampling iterations. Locally this is fine, but in CI, we get a large warning message for every single element about the ESS being capped. Would be nice to suppress these when we know the ESS will be capped.
