update c++ deployment to support constants/references #47

It is proposed to update deployment models

for "for arguments"
so that generator could add c++ constness of refness (includding && for rvalues) for them. We could optimize calls by avoiding generations of copy constructors for arguments. The absence of properties should lead to backward compatible fdepls.
