It seems this is not currently possible, because qiskit internally uses Instruction.c_if() in ways that cause errors if we replace our usage with IfElseOp. I will instead make a qiskit-2.0 branch with some tentative changes that should hopefully be mergeable after the qiskit 2.0 release.
