[updates] Packages not installed can be "Upgraded" but should be "Installed" #65

In http://%IP:7000/index.php/cloudyupdate, packages not yet installed show the "Upgrade" button while they should show an "Install" button.

This only happens when the current status is not "Not installed", but blank.
