Create a DRAFT proposal status, during which a proposal may be editable.

This will bring us closer to our full proposal life cycle:

draft -> deposit -> live -> executed

Need some thought about how proposal move between the draft status and the deposit status, so this is related to #389.

This should be a feature enabled in the proposal module configuration, as not everyone may want drafts.
