How would one disable missions using plugin sdk?

I think you can use Command<Commands::SET_TOTAL_NUMBER_OF_MISSIONS>(0.0);. But if this don't help you, you can disable all mission using main.scm in GTA_FOLDER/DATA/SCRIPTS.
