Companion to DMOJ/online-judge#2137. We need to report the prefix_length in the protocol so that it can be stored on the submission objects and referenced when displaying clipped output.

  • Check that no problems use varied amounts of clipped output per testcase.
  • Disallow changing the prefix length per testcase.
  • Report prefix_length in protocol.
