How to use schedule for only some local machines on network

Hi, I use dnscrypt-proxy to restrict access to youtube to certain hours (kids!). I use dnscrypt-proxy with dnsmasq on a linux server that controls the lan. The dnscrypt-proxy toml file has listen_address=[], resolv.conf nameserver 127.0.2.1 and dnsmasq.conf listenaddress=127.0.0.1

Just wondering if there is a way to:

1. apply the schedule to only limited static-ip's on the local lan? ie, make the youtube block only apply to a single/range of ip's perhaps in the toml file or in the blacklist_file?
2. run more than 1 dnscrypt-proxy services, each with their own schedule. For this, I think I'd also need to run a different listen_address, probably on two different ports - with dnsmasq configured to somehow refer dns queries from the local ips in each group to the right version of dnscrypt-proxy.

Any help (particularly with the first possible solution) would be very much appreciated.
