In an effort to make the config as straightforward as it can be:

The README needs to be updated to explain the filenames of the config files
The README needs to be updated to explain the format of the config files
The config files have one layer of unused nesting where the actual keys need to be in an object which is itself the value of a key named the encoder or channel name. The encoder/channel name layer is unnecessary, so this layer should be removed everywhere it is currently used.

There's an additional README in the config folder, so we can put the config-file specific information there.
