Cleanup Config JSON README & Format #76

In an effort to make the config as straightforward as it can be:

  • The README needs to be updated to explain the filenames of the config files
  • The README needs to be updated to explain the format of the config files
  • The config files have one layer of unused nesting where the actual keys need to be in an object which is itself the value of a key named the encoder or channel name. The encoder/channel name layer is unnecessary, so this layer should be removed everywhere it is currently used.

There's an additional README in the config folder, so we can put the config-file specific information there.
