Stepper Touch doesn't always work properly in every ViewGroup. As reported in this issue:
#5 Button not visible stepper touch failed to draw the stepper counter inside a floating widget. Later reported by @Kobanister the widget doesn't either correctly appear inside a fragment.

Add Stepper touch to:

• A recyclerview and/or scrollview (A parent view that wants to intercept touch events Bug: Changing value when stepper inside scrollview  #8)
• Inside a fragment
