When automatically creating image description pages from OpenStreetMap data, I have to make sure that the app doesn't violate the ODbL license of that data.
Maybe a way could be to add a template to the image description page like
The original description page of this file was created automatically from OpenStreetMap data, licensed under the Open Data Commons Open Database License (ODbL) by the OpenStreetMap Foundation (OSMF).
But I don't know if that is enough.

We discussed at our LWG meeting, and we think that systematically generating a description of the image based on the OSM object would probably be an extraction that constituted a Derivative Database.
This could present an issue, as ODbL data (the extraction) is not inbound compatible with CC-BY license (like that used by Wikimedia Commons). Possibly you could make clear that the generated descriptions are ODbL licensed and not CC-BY licensed by keeping them off by Wikimedia Commons directly and just having a link to them.
As the automatic creation of image descriptions was one of the core features of this app, I will for the moment not continue to work on this project.
