A few times it was pointed out that twarc gets "stuck" - when in reality it was just waiting for a rate limit. Maybe we can add a secondary progress bar (like the countdown one for waiting for compliance objects?) or a message in the progress bar to update when twarc is waiting for a rate limit.

This one needs some digging with tqdm https://tqdm.github.io/ but the way the batch compliance bars work is a good guide
