Implement fortran unit tests for history infrastructure

Issue Description

We need unit testing for the new history infrastructure. This means we need to decide on a build system (possible - https://github.com/dryman/fortran_unit_test?tab=readme-ov-file#specifying-tests-in-cmake) and the structure of the tests.
