Need to update Intel regression tests to use new oneAPI (ifx) compiler

Issue Description

The current version of the intel Fortran compiler being used by CAM-SIMA (ifort) is being deprecated and replaced with the LLVM-based ifx compiler. Thus it would be good to update all of the current CAM-SIMA Intel regression tests to use ifx instead of the older ifort.

Just adding a note here that the switch from ifort to ifx will occur automatically in an upcoming change to the CESM externals (i.e. ccs_config). Thus this issue can be resolved whenever that external update is brought into CAM-SIMA.
