changelog-gen>=0.9 broken for 64-bit Windows on python3.11

• rtoml==^0.10 does not currently have a win64 wheel, see: here.
• They do have a wheel for rtoml==^0.9, see: here.
• changelog-gen>=0.9 is pinned to rtoml==^0.10, so installs break due to the rtoml dependency on 64bit Windows.
• rtoml have added win64 wheels to their builds, and the changes have been merged but not released, see: here and here.

Given all of this I think the best thing is for us to pin to changelog-gen<0.9 and wait for the new rtoml release, instead of changing the rtoml dependency in changelog-gen, given that there probably aren't any other Windows users of changelog-gen :P That said if anyone else hits this lmk and I'll open a PR.
