"Inherits" seems to not be working

I've checked my index.theme file, and the "Inherits" line includes the breeze-dark theme. I do not currently have any of the others listed in the default line, so I would expect breeze-dark to come through this theme where it's not overwritten by the ant-dark theme. However, I've noticed that several places do not show the correct icons (from breeze-dark) and instead show only a "default" KDE icon. You can see this in the attached screenshot. I'm not sure what else I can troubleshoot at this point.
This was installed using the "Get More" functionality in the Icons settings page.
