Print ip-blocks on test-environment command

As a Flank user, I want to see ip-blocks in the output of test-environment command so I can easily get all informations about the test environment from single command.

Is your feature request related to a problem? Please describe.
In #999 we add support from ip-blocks, test-environment command print all environment informations, so should print ip-blocks too
