ENHANCEMENT: Medal Dedicated Update (Collab with me and ExcodeFNF)

If possible, create a update that is truly dedicated to medals, and give modders access for creating medals.

If there is a Medal Dedicated Update, it will increase playtime, give content creators more content to make, and overall make the game more fun and enjoyable.

There are a few achivements that me and my good friend @ExcodeFNF have worked on. and they can be found on Enhancement Issue #2827.

A user can see which medals they have unlocked and which ones they are missing through some sort of medals menu, which can be accsessed through the MainMenuState.

Take your time with this, this can be in the next PitStop update, or in a few updates, or in the full ass game.

Yea turns out my buddy was making the issue first, but could you please use our ideas? I have a dedicated section in there.
