Swap our "Data.gov at 15" language

User Story

In order to keep the site current, datagov team wants to remove outdated text.

Acceptance Criteria

• GIVEN a visit to the data.gov homepage
  WHEN the content is readhappens
  THEN it should no longer contain data.gov at 15 text
  AND should contain content more evergreen/applicable
