Google Lighthouse defines a missing on data.gov as a contributor to a lesser SEO score. The element is there, but empty:

How to reproduce

1. Navigate to data.gov
2. view the page source
3. search for meta name

Expected behavior

There should be a description in the element

Actual behavior

there is no content
