No <meta name=description> element on catalog.data.gov pages

Google Lighthouse defines a missing element on catalog.data.gov as a contributor to a lesser SEO score. The element is missing completely

How to reproduce

1. Navigate to catalog.data.gov
2. view the page source
3. search for meta name=description

Expected behavior

An existing element with description content for any given page

Actual behavior

there is no element at all

• Identify how we're setting current meta tags within catalog
• Investigate missing pages
• Within our CKANext Theme add the missing meta description tag
• Ensure the meta description tags match current description tags we use for other social media description tags

I think it's bc you implemented a <meta property = description> rather than <meta name = description> as outlined at https://developer.chrome.com/docs/lighthouse/seo/meta-description/
