"Previous" button in metadata form is present and functional

User Story

As a data. publisher, when i visit any page of the metadata form (aside from the first page) , i want to get back to the previous page from the bottom of the form, so i don't have to scroll to the top of the form to visit my earlier entries

Acceptance Criteria

• when i visit the metadata form
• and i go to the Additional Metadata page and scroll to the bottom of the form, i see the Back to previous page button
• when i visit the Upload Resource page and scroll to the bottom, i see the Back to previous page button
• clicking on this button take me to the previous page
• all buttons have the required icons
