HR has requested the ability to enable specific users to be able to clock in or out for volunteer shifts from their own device, thus not requiring them to go to an authorized kiosk.

If #18 is implemented, that likely eliminates the need for this since the ability to bypass kiosk restrictions would simply be a permission.
