Implement native RSS feed into the forum

As far as I am aware, the discussion forum currently has no direct integration with RSS. This should be relatively easy to implement, and I would certainly use it.

You can subscribe to get emails for threads and we could add support for getting emails for all posts in discussions now that sending emails is implemented via a background queue.
