Don't think we have any real dependencies so most of these should be easy to upgrade to latest. Maybe we should even set it to ubuntu-latest while we're at it?

Definitely.

BTW will it work for actions too, e.g. actions/checkout@latest?

I tend to limit those to major versions (e.g. actions/checkout@v2) cause they are more likely to have breaking changes between majors.

However if wanted to risk it I think you just leave the version off (actions/checkout) rather than use latest.
