Create command for marking users as "deal with caution"

Implement a command that allows moderators to mark users as "Deal With Caution". The command should require proper permissions and provide options to specify the reason. The command will warn the user and tell them to reach out to a staff member immediately, if the user doesn't resolve the issue within a week, they will automatically get banned.

Until the issue is resolved, the user will not have access to the marketplace.
